Subject: Patent Claim on PTOPOmib

This is to advise the IETF that IBM believes it has a patent (5276440)
that relates to ptopomib, and in accordance with the intellectual
property rights procedures of the IETF standards process,

IBM is willing to offer, upon written request from the implementers of
the ptopomib,  a non-exclusive license under reasonable and
non-discriminatory terms and conditions.
